In late 1969 and early 1970, Fokker proposed manufacturing the F-28 in India. The objective was to sell the aircraft to the state-owned carrier Indian Airlines. Fokker was to provide all the technical documentation, blueprints, and data required for the license-built production of the Fellowship at the Hindustan Aeronautics Limited (HAL) facility.
Discussions and sessions were held in the Indian Parliament, where the Minister of Defence presented the project. Despite initial interest, the government did not proceed with the plan, choosing instead to continue manufacturing the Avro 748 turboprop under license.
Would this be what the Fokker F-28 Mk.1000 looked like had it been built under license for Indian Airlines?
